This film consists of the middle Mission: Impossible films (3–5) minus the stunts, mixed with Slow Horses minus the characters, but with a bunch of Dubai tourism money.
The film has a villain who is so intelligent that he can anticipate every move the good guys make, yet he is eventually undone by... the good guys gearing up and making a full-frontal assault?
I honestly don’t know why this movie was made, but it did conclude the John Krasinski Jack Ryan character arc from "analyst dubious of the intelligence complex" to a "just when I thought I was out" action star who questions nothing.
